What is a Debt Review Clearance Certificate?
A debt review clearance certificate — officially called a Form 19 — is the official document issued by an NCR-registered debt counsellor that confirms all debts under your debt review plan have been fully settled. It is the legal trigger for removing the debt review flag from your credit profile at all major South African credit bureaus.
What is Form 19?
Form 19 is prescribed under the National Credit Act 34 of 2005 and the Debt Counselling Rules. It is the standardised clearance certificate that debt counsellors must issue to confirm a consumer has fulfilled all obligations under their debt review plan.
When a valid Form 19 is issued, it triggers three key actions:
- Your debt review status on the NCR Debt Help System (DHS) is updated to "Cleared"
- All 4 major credit bureaus — TransUnion, Experian, XDS, and Compuscan — are formally notified
- The debt review flag is permanently removed from your credit profile

Requirements for a Debt Review Clearance Certificate
You must meet all of the following criteria to qualify for a Form 19 clearance certificate.
Financial Requirements
- All short-term credit accounts (credit cards, personal loans, store accounts, vehicle finance) included in the debt review plan are fully settled
- Paid-up letters or settlement letters are available from all credit providers for settled accounts
- If a home loan is included under debt review, it must be current (up-to-date) and demonstrably affordable without debt review protection
- All repayments under the debt review plan were made in compliance with the NCA
Documents Required
- South African ID document or Passport
- Proof of address (not older than 3 months)
- 3 months' payslips or bank statements
- Paid-up letters from all credit providers for settled accounts
- Current debt review statement
- Home loan statement (if a home loan is included)
- Existing debt review court order (if applicable)
Clearance Certificate Process

You provide paid-up letters and supporting documents. Victor DC verifies all accounts are settled.
Victor DC issues the official Form 19 clearance certificate under NCR registration NCRDC4534.
Your debt review status on the NCR Debt Help System is updated to "Cleared".
TransUnion, Experian, XDS, and Compuscan are notified. The debt review flag is permanently removed.
